Hostel San Francisco II in Salta has a lively atmosphere, good rates, and a washing machine guests can use. There's also an English walking tour at 6pm in front of the cathedral, run by Christiane Hoyer.

Sleep was nearly impossible here. The street noise came straight into the room, and the ceiling fan was even louder, wobbling over the bed like it might fall. There’s no air conditioning and no curtain to keep the sun out. The place smelled unpleasant, had no ventilation, and the welcome was cold. Sure, it’s cheap, but you won’t get much rest. I don’t think the owner gets what a hostel needs to provide: a place to sleep, with everything else as a bonus. Avoid it.
We ended up staying here with my daughter because of some paperwork, and the beds were amazingly comfortable. The staff were genuinely warm, and everything we needed was there. The kitchen had what you’d need to cook anything from a fried egg to pasta, and the shower had plenty of hot or cold water, whichever you prefer. Everything was close by too. I’d definitely recommend it.
We came back for a second stay because we like the place. It’s a lovely hostel, clean and quiet, and in a really good location.
They advertise hot water, but there wasn’t any. The kitchen is advertised as having gas, yet the gas had been cut off. The whole place felt neglected and abandoned.
