I’ve lived here for nearly four years because my child goes to school locally. That’s the only reason we’ve stayed so long. This is my opinion, and I’m just describing what I see happening here. There are known thieves allowed to come and go. The convenience store at the clubhouse was burgled, with money and items worth 25,000 PHP stolen. After being banned, the culprit was allowed back, reportedly with authorization from the developer and administration. The stray cat problem gets worse each year. Cats breed nonstop, tear open garbage bags, and leave rubbish everywhere. There’s cat feces around the complex, on sidewalks, in parking areas, outside buildings, and in the children’s playground. I’ve also seen cats urinate on the bin lids where residents put their rubbish. Behind the complex, opposite the residential buildings of PCR, there’s a squatters or workers’ barracks area that houses 30+ people and around 20 children. They leave rubbish and urinate in various places, especially in guest parking. I get along with some of them, but most don’t like that I complain. I was told they were from a company called builders 2000, hired by the PCR developer. They were told to move toward the end of PCR, then moved again to land opposite where I live. The area looks like a rubbish dump. I’ve seen rats there multiple times, and I’m concerned they’ll get inside PCR looking for food in the bins. We were told on three separate occasions over the last two years that the workers would leave soon. They haven’t, so we feel we’ve been lied to three times. Chickens, barking dogs, and stray cats fighting near the workers’ barracks make noise from around 3am until sunrise. I’ve repeatedly complained to administration. They’ve tried to deal with it to some extent, but the workers don’t listen. At times it feels like living beside a farm. I’ve been told it’s just Filipino culture and that I have to accept it. The water supplied to the complex by Maynilad often has low pressure or comes out dirty and brown. That happens around 3-4 times a month. Stray dogs from the barracks also defecate in guest parking. A visitor once got off his bike and said he had to leave his shoes outside my building because he’d stepped in dog poo. The dogs sometimes roam freely, and I doubt they’re vaccinated. They come into the complex and head for the bins looking for food. Some children from the barracks are nice, but others have tried to get into people’s cars in guest parking and throw stones and other objects at residents’ property, cars, and motorbikes. Some have sworn at me and put their middle fingers up. They don’t like me because I complain about their behavior, which I find disrespectful to residents who pay to live here. They also tried to bully my son once, which was disgusting. Administration tries hard, but I’m told the developer ties their hands. I’ve had issues with them, but I now understand they do try to resolve things. They don’t get the budget needed to make improvements, and they aren’t allowed to penalize the workers from the barracks. 8

PCR feels more relaxed and less restrictive than many other condos. The admin does enforce strict parking rules, though. At the clubhouse near the pool, you can enjoy your own food and drinks, just not by the pool.

It’s quiet here compared with homes near main roads. The place has its own guardhouse and security, and the low-rise condo has 3-4 floors within BF, with access to Paranaque and Laspinas. There’s a gym, pool, second-floor event room, half-court, and children’s playground in the clubhouse. The building corridors are spacious and have fire exits.

The village feels secure, with a nice breeze in the afternoons. The units are spacious and nice, and there’s a gym, pool, function hall, children’s playground, and small basketball court. It’s just behind Southville international school and OB Montessori Las Pinas. Highly recommended!

This used to be a nice place to live, but it’s gone downhill quickly over the last 18 months to 2 years. You can’t just paint over cracks, as they say. A lot of the issues come from the squatters’ area behind the residential buildings: animals make noise late at night and early in the morning, mostly cats fighting, dogs barking, and chickens. Some workers are good people and I get along with a few, but most are disrespectful and sometimes very rude. We’ve been told three times they’d move on, and they still haven’t, so we feel misled. I wouldn’t buy a unit here. There are many problems and very few solutions for residents’ concerns.
