I've been visiting since 2006, back when I'd come with family for the fish at Bweramvura. The place itself is physically good, but the noise makes visiting uncomfortable. I wouldn't recommend lodging here to anyone looking for a quiet place, unless they're only staying late at night for one day. I'd rate it 4, though really it deserves around 3.5 or 3.3.

City Valley has room for weddings, anniversaries, birthdays, and meetings, and they also offer outside catering for people who don't want to travel. There's plenty to eat and drink. A nice spot for a special day.

The sofas are comfortable, so it's a decent place to wait. But they served us very spicy food without warning us, and my friend almost choked.

There are washing stations spread around the facility, and the tables are set far apart to maintain the required distance. This used to be a busy spot, but now only a few customers seem to come. People shopping at the nearby market use it for parking. I'm not sure whether visitors still stay here as they used to.

Near the bus station, the rooms are nice enough for a stay, with a fan and TV, and the Wi-Fi was a relief. The online price is inflated. Rooms are around 20000 rwf (22$).
