This place should be condemned. There’s glass in the parking lot, packages get stolen, and the hallways smell like cigarettes. In my partner’s unit, the sink has been clogged with sewage for months with no maintenance attempt, and he went half his lease without a working oven before they replaced it with one that doesn’t even fit. From the start, the place was a mess, with paint splattered over every window and appliance during “cleanup,” and the appliances don’t work. Don’t be fooled into thinking it’s a nice historic building. It’s a slum. Isaac tried offering tenants money off rent, but the neglect is insurmountable.

I moved in to go to nursing school and had to leave two months before my lease was up because of the conditions. The heat worked maybe one week all winter, and I went FIVE months without a refrigerator or freezer. They refused to compensate me for the unlivable conditions, but still expected rent to be paid in full. I do NOT recommend this place.

The location and character of Piccadilly could be great, but management has failed to keep the building up. I’d close it and restore it completely. This was the worst experience I could have had for my first apartment after college. The friendly people in the building are the only thing I’ll miss, except the thief. Packages were stolen constantly, from clothes to Amazon boxes that just had hangers and cat food in them. My catalytic converter was stolen from my car in the unlocked, unprotected lot, and my sister once came up the stairs and found a couple sleeping on the landing. I saw a $925 listing online but ended up paying $1231 a month. With pet rent it would have been $1271, around $350 more than the listing seemed to say. The fees are out of this world. They also raised my rent after suddenly increasing the utilities package, requiring us to get their internet and pay for valet trash. We were already paying $15 a month for a dumpster that was often overflowing and didn’t even belong to the apartments, but to the restaurant below. When I toured in June, I was shown an apartment in great shape. A month and a half later, I moved into a different unit that was dirty, had broken things, bug traps everywhere, and dead flies in the fridge. Then I found a huge ceiling leak with black mold growing. I called the health department within a week. I didn’t live there for all of August and September and got those two months’ rent back, but that wasn’t nearly enough. The week before Labor Day, Isaac, the president, and I agreed the ceiling would be torn out, the pipes replaced, and the apartment fixed by September 7. The work wasn’t done until September 23, and even then they had just painted over the ceiling. They did fix the pipes, and I had no problems for about two months, until the living room ceiling leaked again, causing water damage and water in the ceiling lamp. Getting things done takes forever, and it’s hard to reach the right people. I called the emergency staff member on duty about the living room leak at 11 p.m., but no one dealt with it until the following afternoon. I never turned that light on again. The elevator constantly needed repairs, and the boilers took nearly two weeks to turn on as freezing weather approached.

This building has character, sure, but it also has huge leaks, black mold in multiple units, and brown water from the shower and sink. I strongly suggest avoiding it and the other properties owned by Middletown Property Group. Almost all of them have major health violations, and management does little or nothing about them. Save yourself the stress. I wish I had.

A lot of character, with old-time lifts and radiator heat. I stayed here through AirBnb and found it safe, well located, and close to everything.
