Hotel Med Barranquilla Centro

The rooms were filthy, and there was mould on the curtains. We went down to reception, where the male receptionist kept eating chips before acknowledging us. He tried calling several times without explaining anything, then went up to level 5 while we waited in the lobby for ten minutes. When he returned, he picked up the keys from the counter and went upstairs again without saying a word. The service was appalling, so we booked another hotel. He later came down and said he couldn't refund us because we'd signed an agreement saying the room was acceptable before check-in. We said nobody had told us about that, and he replied that we hadn't asked to see the room. He told us to dispute it with the travel agency, but wouldn't acknowledge our refund request or give us a receipt for it. He said he could only record us as a 'no show'. This feels like an actual scam, and I don't expect to get any money back from what seems to me an illegal scheme posing as a hotel.
