This feels like a scam. You book a more expensive, higher-quality apartment on Booking.com, then Eduardo calls to say there's been a mistake and offers to move you to a fantastic place. The place you end up in is this apartment, which is cheaper and lower quality than the one you booked. He's probably been doing this for years.
