I’ve just received a debt collector’s letter about a parking fine from 2021 that I never got at the time. Can they fine someone without telling them? I’ve seen people say this is a scam. What can I do, please?

My husband has been fined for parking at the car park further down the road, near the park and caravan sales. The notice says he didn’t pay, but he did. After reading other reviews, it looks like a big scam. Please don’t use this car park. This needs stopping, and the council needs to clamp down on these scams.
We drove four hours to get there and took the kids to the fair, then came back and collected the car. We didn’t realise there was a problem at the time, and didn’t keep the ticket. My bank statement shows £3.60, even though we typed £5 into the machine for all-day parking. We paid £3.60 on 11th August 2024, then got a fine for £100, reduced to £60 if paid straight away. This has to be a scam, so many people say the same thing. I’m sick of being ripped off and won’t bring my business there again. My advice is to avoid this car park unless you want a fine to pay.
I paid for two hours and left before that time was up, but still got a £60 fine saying I’d overstayed. The signs clearly say it’s pay and display, with a price per hour or per day. Who keeps a car park receipt? I didn’t. It feels like an easy way for these companies to rip you off. If I appeal, the 14-day period will pass and I’ll have to pay £100. Don’t use this car park.
Apparently I overstayed and got a fine, but I still have my ticket. Do people actually pay these? This is clearly a scam.
