This place feels like it may have been a former warehouse, and like it was built illegally in the middle of a neighborhood that didn't consent. Before you can speak to the owner at reception, there's a large dog, overfed and seemingly abused. When we confronted the owner about it, she took offense. The rooms are basically basements, painted and furnished cheaply, and so smelly and airless I couldn't stay in one for more than two hours. For common problems like no electricity or a broken AC, the people you ask for help are usually the owner's guests, who she uses as staff because she doesn't bother hiring willing workers. Don't be fooled by the very low prices or the owner's kind gestures. It could cost you your health and time.
