The place is good for that budget, but be ready for some unexpected issues. I stayed several days and my room wasn't cleaned; the TV didn't work, and in my first room the wall was wet from a leak. The Wi-Fi kept cutting in and out, and they charged me for a late checkout despite the service problems. On the better side, the room and toilet were clean when I arrived, and it had a TV, Wi-Fi, and two bottles of mineral water each day. There was plenty of room for one or two people.
We chose this cheap OYO because it was only 10-15 minutes from Surabaya Airport and we had a very early flight. At around $7 to $10, I couldn't expect much more. It's basic, with double beds, a cabinet, a TV with clear local channels, a shower toilet, and a kitchenette table with a sink.
The staff were okay, but management needs to improve the room facilities. I was put on the third level, and the air conditioning there was a complete nightmare.
There's plenty of parking, and this is a nice accommodation option near Rungkut. It may be the cheapest around, but it was still the most okay one there.
I got my part of my Fortuner at a low price.
