I wasn't staying at the hotel, but while traveling alone I asked at 4:50 a.m. if I could wait in the lobby for about an hour until the metro began running at 5:50. It was cold and dark, and the area was very quiet. The receptionist said no. When I asked where else I could wait, I was told everything nearby was closed. I understand that hotels have rules about non-guests staying inside. Still, as a young woman alone in an unfamiliar place at that hour, I would have felt much safer with a brief place to wait or some advice. A suggestion like a nearby gas station, help calling a taxi, or directions to somewhere open would have meant a lot. I ended up waiting outside the hotel so that at least a camera might record anything that happened. The hotel seemed pleasant from what I saw, but this was a moment when a little hospitality could have made a big difference.

The rooms are really run down, and they don't even offer a glass of water. The only water I saw was in paid soda cans in the minibar. At check-in, they told me to sign a paper agreeing I'd read something that wasn't actually written there, but was on a website. What choice did I have at that point? I should have been clearly told about it before booking. This place was a nightmare to stay in.
We were already checked out when it started raining, and the staff still let us borrow an umbrella and return it later that day. That was a lovely bit of customer service. We had a great stay at NH Milano Congress Centre, with a spacious, clean, comfortable room and welcoming, helpful staff throughout. We'd definitely stay again.
Breakfast was included and was just okay. The bigger issue was the room temperature. Once autumn starts, the hotel switches off the air conditioning centrally, so rooms get unreasonably warm during the day. I was attending a conference and working in my room, and the heat made the day uncomfortable. With visitors coming from different climates to a conference hotel, that policy seems poorly judged. It felt like saving a few euros came at the cost of guest comfort.
The location is handy for the metro, though a bit far from the center. My room was spacious, clean, and comfortable. Breakfast was okay, with a small selection but good-tasting food. I was annoyed that the sign invited us to choose toppings for a fresh omelette, but when I asked, they said it cost extra. That should have been stated on the sign. They also don't provide complimentary water or coffee. I can live without coffee, but not having a bottle of water seems strange. It's the first 4-star hotel I've visited that didn't provide one, even though it costs them under 2 euros.
