The elevator is a treat if getting stuck on the 5th or 9th floor sounds good to you. And water? There just isn’t any in this much-praised complex. Two entrances on the 12th floor have some sort of pressure problem. When water does come back, it lasts about five minutes and is cold, of course. Rusty water comes in bursts, then quickly dwindles to a trickle.

The team is responsive and ready to answer questions or help find a place to live. Construction is well underway. Company staff say the first phase should be finished in September 2019, with phase two following in December 2019. The apartments are planned with one to five bedrooms, improved rough-in finishes, ceilings three meters high, and windows 2.5 meters wide.
