Hotel Rex

I booked two nights at this place, listed on Booking as ‘Hotel Rex’. At 3:30am on the first night, I woke up itching and realized it wasn't mosquitoes. I found four bed bugs crawling on the bed, and had bites all over my body. I wanted to leave right then, but couldn't at that hour, so I asked for another room to get through the night. In the morning I discovered its faucet was broken and sprayed water all over me and the bathroom. I told reception I was leaving. The receptionist took my details and agreed to refund both prepaid nights, saying the credit card refund would take a few days. A week passed with no refund, and my emails got no response. I went back in person the following week and spoke to the manager. First he said the receptionist hadn't recorded my details correctly, then he disputed the full refund because I'd been given another room for the first night, offering to pay only for the second night I hadn't stayed. When I explained I was still itchy from the bed bugs and wouldn't pay for that night, he agreed to a full refund and promised a transfer within 24 hours. That was two weeks ago, and nothing has arrived. They still don't answer my emails. It feels like they're taking advantage of me as a foreigner traveling with limited Spanish, making false claims and ignoring messages. The facilities are old and run-down, almost disgusting on their own, and there are bed bugs. The night guard who gave me the replacement room was the only exception. Neither the receptionists nor the manager apologized or showed any regret or surprise. It makes me think this may not have been the first bed bug incident.
