I would want an investigation into Lincoln Court Motel before making any claim that it should be shut down. The reviews describe possible health, safety, building, consumer, licensing, and criminal issues, but those accounts would need to be checked and supported with evidence. Several routes for raising concerns were suggested: For health and hygiene, complaints about mold, cockroaches, bed bugs, stains, odors, and dirty rooms could be brought to the local public health authorities or the Ministry of Health. The Public Health Act 1956 sets out sanitary requirements for public places, including motels. Workplace and visitor safety concerns might also be assessed under the Health and Safety at Work Act 2015. Building problems mentioned in the reviews, such as broken windows, holes in walls, and cracks, could be raised with the local council or territorial authority under the Building Act 2004. Concerns about faulty heaters or electric blankets, inadequate locks, or blocked escape routes could also be reported to Fire and Emergency New Zealand (FENZ). There were also complaints about the accommodation being dirty, unsafe, and below the description provided. Under the Consumer Guarantees Act 1993, accommodation services must be of acceptable quality and fit for purpose. A guest who receives an unfit service may be entitled to seek a refund or compensation. Consumer complaints could be made to the Commerce Commission or Consumer NZ. The council could be asked to check whether Lincoln Court Motel meets the relevant health, safety, and building standards and has any required approvals. Qualmark is another quality assurance body that could receive concerns about accommodation standards. Some reviews also alleged drug sales or escort services at the motel. Those are unverified claims, but if there is credible evidence of illegal activity, it could be reported to the New Zealand Police. The Prostitution Reform Act 2003 and other criminal laws may be relevant, depending on the facts. To pursue this, collect and document the evidence, then report health issues to public health officials, building and safety problems to the council or FENZ, and service complaints through the consumer channels. The appropriate agencies would need to investigate and determine whether any rules were breached and what action, if any, is warranted, including whether the motel could be closed.

I stayed here in April and it was filthy. There was mold on the ceiling, the carpet was so dirty I couldn't even walk on it, the curtains felt like cardboard, and even the oven hadn't been cleaned. I was booked for a week, but my niece came and took me away after two days. The manager didn't seem to care. This motel doesn't deserve a star, and I wouldn't stay here.

We asked for our money back and went home because we were so unhappy with the motel. The carpet was damp, the room smelled musty, and the lights in the shower and toilet area didn't work. At 4 a.m. there was a man smoking weed outside our room. I think the woman next door was dealing, though I can't be sure. I was very upset, so my partner decided we should leave first thing in the morning. I didn't mind if we lost the money, but fortunately the man gave us a refund. Small families live here too. I wouldn't recommend the place at all.

The only thing earning a star was the clean sheets. The towels looked unwashed, there were cockroaches, and the bedding was covered in stains. Pictures had been hung at the bottom of a wall, apparently to hide something. There was no service, and even a little bottle of milk seemed too expensive. I'd only stay here as a last resort.
