Freedom Hotel Kiev

I went back to speak with the administrator who handled the paperwork, but he wasn't there. The new administrator said she'd already quit. When I asked her for an invoice for the 1,800 UAH I'd paid, she refused, saying only the boss could issue one. I also looked around the lobby for the hotel's full name, EDRPOU code and contact details, but found nothing. The receptionist wouldn't give me the code, again saying only the boss handled that, and they wouldn't share the so-called boss's phone number either. We'd booked a double room in a mini-module at short notice. At first they offered us a room with no ventilation and a blind window. Once we declined, a room with a normal window suddenly became available, so we booked that one. They gave us a card number to pay, but it wasn't clear who the recipient was. They demanded 50% up front as a reservation guarantee, though they gave no other terms and I couldn't find them on the website. When we arrived, the room wasn't what we expected from the photos. You couldn't tell from the pictures how tiny it was, and there were no dimensions listed. Several small rooms share one block, and it felt very cramped, more like an unattractive dorm. It also smelled smoky, or maybe was smoke-filled, I couldn't tell. We cancelled. I asked how to get my 1,800 UAH back and was told their rules made the deposit non-refundable. What rules, where are they, and who explained them before asking for a deposit? Was it a deposit or a 50% booking fee? The service wasn't provided, and we never checked in. This doesn't seem like the European Hostel-Hotel advertised on the website, but a dubious student establishment. I won't list which laws I think the hotel violated or classify the offenses. Please refund my money.
