You have to pay for a parking pass, and beach chairs have to be rented. If you try to set up near the water or even get a view, the police will be called. I felt the officers weren’t open to reason or constitutional arguments, and that they were taking advantage of people. I’d recommend going to a different beach area, or you may feel like every penny is being taken from you.
