The rooms were old and dirty, and the walls are thin. They wouldn't let us turn on the air conditioning, so there was no air circulation at all. Music in the hallways early in the morning, around 6am, woke me up, and they played it at night too, which affected my sleep. It's hard to understand why they play music in the hallways where people are staying. The staff are rude, especially tomita. The whole setup is badly designed.

I was here for a business trip from 9-14 Jun. The hotel is rated three stars, but I think it offers more than you'd expect. The renovation and furnishings are neat, and the room was quite large compared with other hotels I've stayed in across Japan. The location is very convenient, just a one-minute walk from Kusatsu station, with plenty of food nearby and a Lawson on the hotel's first floor. Service was great too. They arranged three extra pillows for my sleeping needs and an iron for my work clothes without any trouble. I'd choose this hotel again if I come back for work.
Tomita is a horrible staff member. The rooms and pillows were dirty, and the walls were thin. I wouldn't recommend staying here. It was a horrible experience, and I didn't sleep all night.
We had breakfast at the Liberty restaurant, and the buffet was excellent, with lots to choose from. The salad with ponzu dressing was delicious, and I usually went for grilled mackerel with eggs and pickled vegetables over rice. The coffee was solid too. Definitely get breakfast with the room. There isn't a gym in the hotel. We stayed for three nights in May 2025 and had an enjoyable time. It's a no-frills hotel, but a good choice if you want a clean room with the basics. Our room had two twin beds squeezed together, leaving little space to move around, though it was manageable. My mom's wheelchair-accessible room was very large, with room for a small couch. The bed was okay, with a firm mattress. The modest little pillow wasn't very comfortable and could be improved. Room toiletries were nice, with good soap, shampoo, and shower gel, but no lotion.
The breakfast at Liberty was a highlight. The restaurant is cozy, with enough tables and chairs, and the staff are cheerful and very omotenashi. They keep the buffet pots full. There was tasty, healthy local Biwako food, four kinds of juice, milk, and ice cream in chocolate, vanilla, strawberry, and matcha. The honey and Hokkaido cream were delicious, and the scrambled eggs were the best I've had in Japan. I loved the newly renovated South Wing room. It felt cozy, with American-style decor, a clean floor, a fragrant smell, and a panoramic sunset view over the mountains. There was a small biscuit, mineral water, and green tea as a complimentary treat. Through the wide glass window, you could see the stars and moon. The bed was perfect, the pillows soft, and the bed cover had lovely colors. I liked the throw pillow for hugging or resting my phone on. The transparent glass bathroom was a highlight too, with a nice view of the sky from the bathtub. The curtains matched the bedding. They also provided lemon and salt for the bath, and I could make green bubbles in the tub for an onsen-like feeling. The lighting was fabulous. There was a widescreen TV for movies, local and international news, and YouTube. The hallways, elevators, restrooms, and hotel interior were clean and well kept. The gallery of President John F Kennedy was superb. The interior made me feel like I was in the US, specifically Boston Massachusetts, and I loved hearing the piano at night. For a four-star hotel around Shiga, this is the best, with the best breakfast buffet around Biwako. It's a good choice for visiting the botanical garden, the historical hotel museum, juju honjin and kaido koryukan, or for coming from Hikone or even Kyoto city.
