The lobby was busy and cheerful when we visited on a weekday for the Ice Carnival, and in the morning it was nice to sit with a newspaper, smiling faces, and a tasty breakfast. The place is beautiful, and being at the top of the steep hill gives you a break from the clutter and noise while keeping you close to the sights. Depending on how far you walk, going up and down can be a 15-30 minute workout. We had a one bedroom queen room, which was nice but absolutely tiny for two people. Great for a solo traveler, though the narrow entry made getting my snow shoes off stressful. Breakfast and water were included, and the cups are in the room, not the lobby, if you're American. Many people speak English, though some small local shops don't, and most places don't take Discover Card, as we found out. There are hotels closer to boutiques with better prices and quality, but finding the w/low prices here is hard unless you book ahead, since it's such a high demand area.

You're right in the heart of old quebec, near lots of attractions and restaurants. Dufferin Terrace is a two-minute walk down the hill, beside chateau frontenac, and the hotel is by governor's park. The Winter Carnaval was about a 12-minute walk away. Some rooms look toward the park; otherwise you'll face the parkinglot behind the hotel, where they valet your car for $25/night. Rooms are small and don't have a minifridge, but the TV works well and connects easily to your phone. Wine is available by the glass in the lobby.

We booked and paid in advance, as required, for an 8-day stay, and understood the cancellation policy. Then I was transferred for work from Maryland to Missouri, more than 1000 miles away, with only 2 weeks' notice. I had to be at the new location before our vacation, and all my leave was cancelled. I called to explain and was told there would be NO REFUNDS. I even asked for credit to use later when I could take leave, but that was denied too. I wish we'd been able to stay, because perhaps this could have been a 5-star review, but the customer service felt horrible and showed no regard for my situation. I'd avoid this hotel if an unavoidable emergency could mean losing your money.

The hotel is well placed for exploring Quebec City, and the price was reasonable, but we felt let down and wouldn't stay again. The website promised 24/7 coverage, yet on several occasions during our four-day stay the front desk was unattended with a note saying "returning in 15 minutes." Our room wasn't very clean: there was a soap wrapper by the waste bin, a champagne cork in the cupboard, and dust under the bedside table. After cleaning the next day, only the bathroom had been cleaned and the bed made. Nobody swept the floor or wiped the surfaces. We also didn't receive the welcome drink mentioned on the website.

The location is everything here. Hotel Bellevue sits in the old city, with a beautiful park across the street, Citadel Of Quebec up the street, and Duffern Terrace just across the park. Our room was big and clean, with a great view, and the breakfast was very good. There's also a coffee pantry at the bottom of the stairs. The staff were really nice and happy to help, and the shower had strong water pressure. I'd definitely stay again, and thanks to the staff for being helpful and recommended.
