El Cesar is a special place, and I'd recommend it for any budget. I've stayed in three-star hotels nowhere near as pleasant. I spent two nights at Pension el Cesar and had a great time. The owner was friendly, helpful, and well organized. The location works well for sightseeing. It's a six or seven minute walk to the old town, and about the same to the main ring-road, which is handy for buses. The street is peaceful and picturesque. A couple of doors up is a fine, typical traditional pub/bar with excellent jamon serrano, dark cured ham that's marvellous in baguettes late in the evening. My room had a lovely cool tiled floor and good quality, quiet air-conditioning. There was an automatic drinks machine in the corridor, with mineral water at a low price. They even did my washing for free. The wifi didn't reach my room, but I could use it nearby, for example while sitting in the property's lovely sunny courtyard.

The price was reasonable, and the bathroom was new. But the double bed mattress sagged in the middle, which made it uncomfortable for a couple.

The bed was comfortable, the bathroom was small but kept in good shape, and the room was clean. It was small, though, and had a musty smell that faded after a while. We got there at 1:20 PM after telling them we expected to arrive between 1 and 2, but the room still wasn't ready for at least another 20 minutes, so we went to find parking and get something to eat. First impressions were a bit rough, with a few small flaws, but nothing too serious. There's no air conditioning, yet the room was much cooler than the 42-degree heat outside, and the fan was enough to keep it comfortable. For the price, it was reasonable and not unpleasant. A good fit for a day or two in the city if you're not too demanding.

The price is low and the place is clean, which is about the best I can say. The bed sagged and was uncomfortable. The shower had barely any water, it was lukewarm, and there was no way to get hot water. You could hear a lot whenever someone used the bathroom. There was just one light in the room, with a harsh white, hospital-like glow, so it was almost better to leave it off. If the bulbs burn out, warm white ones would be a better choice. They also tried to charge us for checking out at 12:30 in the morning instead of midnight. Not much to recommend, though at least it's cheap.
