It costs very little, but the hotel is basically just for sleeping and taking a bath. You'll need to bring anything else you plan to use.

The room is about the size of three tatami mats and comes with a refrigerator, TV, and air conditioning. Bath towels aren't supplied. For this area, the price and amenities are average.
The reliable, free WiFi and the short walk to the nearest station were good points. The place is really cheap, and for the price, its cleanliness and service are adequate, even though the building is aging. At night, you hear the Nishinari atmosphere in the form of drunk people yelling and police sirens, so noise-canceling headphones help if you want to sleep. If all you're after is a place to sleep, it's fine. Depending on how you use it, I think the combination of price and location is hard to beat and appealing.
There are lots of people drinking from midday, and the area can feel a bit unsafe. I found it fine as long as you don't film or do anything suspicious. The curfew is midnight, and the walls are thin, so you'll need headphones to watch TV. I booked through Rakuten, though booking on the hotel's own website is cheaper.
The low prices and policy of not allowing women stood out to me. There's a curfew too, which can help keep you from spending wildly in the middle of the night once you get used to it.
