The manager was the one bright spot. When I spoke with him, he seemed to care, apologized, and sent a fruit basket and champagne to the room. I appreciated the gesture, though I don't drink, and clean towels finally arrived shortly after we talked. It left me thinking management and staff are disconnected, and the whole operation suffers. The rest of the stay at Phoenicia Luxury Resort in Mamaia was frustrating and nowhere near what I'd expect from a 4-star resort. From arrival, the front desk staff were rude and unwelcoming. On the first day, a defective wall AC unit flooded the room and ruined the snacks I'd left on the table underneath it. The hair dryer didn't work, and in five days nobody swept or mopped. Trash and dirty dishes sat outside my door for days. Our booking was for four, but we got only two towels, three days in a row. On level 6, the coffee supplies in the hallway were always missing, so guests had to look on other floors for basics like sugar and stirrers. Then the power went out tonight. I was alone in the elevator and got out just before the electricity failed completely for 30 minutes. As I write this, the lights have gone out again. It's been an aggravating stay. The experience didn't match the price or what you'd expect from something called luxury. I would give it negative stars if I could.

The rooms are poorly insulated, so be ready to share the AC with your neighbors. We checked before booking whether nights were quiet and were assured they were. On our first night, a DJ was performing live to nobody while a neighboring hotel had a manele concert. Staff didn't seem to care. Breakfast had very little choice, and dinner looked so unappealing that we went elsewhere every night. I wouldn't recommend this place.

For three nights at Phoenicia Royal, everything was better than I expected. The staff were welcoming, the food was amazing and varied, and the room was perfect, with a lovely sea view. I could even watch the sunrise from the shower. There was attention to detail everywhere. It's conveniently located in Mamaia Nord and has a private beach.

The rooms were beautiful and spacious, with lovely bathrooms and even a sea view from the side. Staff were really nice and always ready to help. There was lots of food, and it was good, though the taste could be better. It's a bit far from the promenade in Mamaia, but you have everything you need on the beach there. A cozy place, recommended for families.
