It's a disturbing way to treat public space. This has nothing to do with architecture, just fitting as many apartments as possible into one area. People used to call prefab blocks rabbit warrens, but at least those had some idea behind them. This feels like nothing more than material for a developer to squeeze out as much profit as possible.
